Our History.

For 40+ years, IBHS has gone the extra mile to provide quality health care to our community. We are excited for what to come in the next 40 years!

The Beginning

IBHS was originally founded as Inland Drug Abuse, Inc., a 501(c), tax-exempt nonprofit organization responding to the needs of the poor and indigent population in the greater San Bernardino Area. Spearheading the efforts of IBS, Inc during this period was Frank Lewis.

By 1984, Inland Drug Abuse had changed its name to Inland Behavioral Services, Inc. (IBS) and the Board of Directors had appointed Temetry A. Lindsey, MPA, as the Program Director for Casa Frontera, a program of IBS, Inc. She was soon after appointed as the Interim Director of IBS, Inc. with the final promotion in January of 1985. Dr. Temetry Lindsey has been the Director and CEO/President of IBHS since then.

New Programs in the 1980's

Certified Substance Abuse Agency - 1985

IBS, Inc. received Certification as a Substance Abuse agency through the California Department of Alcohol and Drug Program, and became recognized by the County of San Bernardino as such. This allowed IBS to work under regulated parameters, further enhancing the quality of care.

Nurse Diversion Program - 1987

IBS, Inc. developed and implemented the first Nurse Diversion Program, a day care rehabilitative model under the California Board of Nursing, treating nurses with substance abuse offenses, in the County of San Bernardino.

New Programs - 1989-1990

During this time, IBS, Inc. developed and implemented the following programs: Genesis I and II, a Residential Facilities serving male youth between the ages of 12-16; and the Perinatal Care Network Program, serving  women with children and infants for substance abuse treatment. 

1990’s

An Outpatient Drug Medi-Cal Certified Facility - 1991

  • In 1991, IBS, Inc. became the first Outpatient Drug Medi-Cal Certified facility in San Bernardino. This moved IBS into a highly regulated funding stream and formalized the relationship with the state of California.

Private Post-Secondary Education Program - 1992

  • In 1992, IBS, Inc. developed, implemented and became licensed through the State of California as a Private Post-Secondary Education and Training Program for vocational jobs. Although this program was later discontinued in the late 90’s, IBS, Inc. was able to provide much needed vocation training to many residents of San Bernardino.

IBS, Inc. becomes a Community Health Clinic - 1992

  • After much consideration, IBS decided to expand its programs to include Medical Dervices on site. This led to IBS becoming a licensed Community Health Clinic under the California Department of Health Services. This would later pave the way for IBS to becoming the multi-site Federally Qualified Health Center it is today. 

Project Home Again - 1997

  • In conjunction with the County of San Bernardino, IBS, Inc. developed and implemented a new program, Project Home Again, through funding from the U.S. Department of Housing and Urban Development. The mission of this program being to offer case management, life skills educations, and other resources and referrals to assist individuals and families recovering from homelessness. Although this program is no longer funded by the U.S. Department of Housing and Urban Development, it still remains a major component of the many ancillary services provided at IBHS.

IBHS’s Turning Point (1998-Present)

Federally Qualified Look-a-Like Community Health Clinic - 1998

In 1998, IBS, Inc. became a Federally Qualified Look-a-Like Community Health Clinic under the Bureau of Primary Healthcare, a division of the Health Resources and Services Administration. This designation being a stepping stone towards becoming a funded Federally Qualified Health Center.

Changes for IBS, Inc. 1998 - 2002

  • In preparation of becoming a fully funded Federally Qualified Health Center (FQHC), IBS, Inc. underwent many changes, including changing the corporation name one final time from Inland Behavioral Services, Inc. to Inland Behavioral and Health Services Inc., to more fully represent the expanse of services provided.
  • During this time period, IBHS also had the opportunity to expand its service area through opening a new site, the Whitney Young Community Health Clinic, located in the Public Housing area on the West side of San Bernardino. This satellite clinic allowed IBHS to provide much needed healthcare services to individuals closer to their homes.
  • In preparation of becoming a fully funded Federally Qualified Health Center (FQHC), IBS, Inc. underwent many changes, including changing the corporation name one final time from Inland Behavioral Services, Inc. to Inland Behavioral and Health Services Inc., to more fully represent the expanse of services provided.
  • During this time, IBHS also expanded its services to include dental services and a retail pharmacy. IBHS also received a grant from The California Endowment to open a full service Mental Health department, resulting in the Wholeness and Enrichment Center (WE Center) that still stands today.
  • These expansions allowed IBHS patients and clients to obtain much of their healthcare needs within IBHS.

New Developments for IBHS 2003

  • In 2003, IBHS purchased land in both the City of San Bernardino and the City of Banning to begin the development of new health centers. 

Funding for a new Health Center - 2004

  • In 2004, IBHS received two million dollars in funding from the Department of Economic Development for a new health center in the City of San Bernardino with total project costs of approximately ten million dollars. This project would result in the construction and development of Inland Family Community Health Center, located near downtown San Bernardino. 

Inland Family Community Health Center - 2006-2008

  • IBHS began constructing Inland Family Community Health Center in 2006. This new site being specifically developed to be approximately 29,000 sq. ft. dedicated as a medical campus to include multiple services such Family Practice, Pediatrics, Women’s Services, Digital Imaging, Dental, Pharmacy, and much more. IBHS, Inc. opened the doors of IFCHC to its first patients in 2008. 

Women, Infants, and Children (WIC) - 2010

  • IBHS expanded its services in 2010 by becoming an official WIC Local Agency, serving up to 3000 women and families monthly by providing nutrition education, breastfeeding support, vouchers for healthy foods, and referrals to other community services. 

Electronic Health Records 2011

  • In the mid 2000’s, the implementation and incorporation of Electronic Health Records became a vital component for improving patient records. In 2011, IBHS was able to convert paper to electronic records by implementing iCCharts into the medical practice. This transition moved IBHS into the new arena of the health field, including meeting certain reporting requirements and higher utilization reports.

Banning Family Community Health Center - 2011-2012

  • After the completion of IFCHC, IBHS was able to move towards constructing a health center on the Banning property purchased in 2003. In 2012, After two years of construction, Banning Family Community Health Center, a 15,000 sq. ft. medical campus, was completed and opened to the public. This new facility allowed IBHS to be able to expand services to Riverside County, specifically serving the populations in the isolated region of the San Gorgonio Pass.

Digital Imaging Department - 2012-2014

  • Between 2012-2014, IBHS was able to finalize the last component of the Medical Campus at IFCHC, the Digital Imaging Department. This was attainable through funding received from the Health Resources and Services Administration. The Digital Imaging Department consist of both Radiology and Mammography, allowing patients to receive much needed exams within IBHS

In the Fall of 2016, IBHS received ACR accreditation through the American College of Radiology for Mammography.

  • ACR Accreditation is recognized as the gold standard in medical imaging. ACR Accreditation helps assure patients that we provide the highest level of image quality and safety by documenting that our facility meets requirements for equipment, medical personnel and quality assurance

Gold Seal of Approval - 2014

After years of hard work, IBHS’ efforts culminated in 2014 after receiving the Gold Seal of Approval from Joint Commission for both Ambulatory and Behavioral Health Care. This accreditation focuses on important patient, individual, and organization functions that are essential to providing safe, high quality care. 

Primacy Care Medical Home Certification - 2014

In 2014, IBHS also received Primary Care Medical Home certification from Joint Commission. This major accomplishment involved restructuring and implementing new processes that focused on care coordination, access to care, and an effective clinician and interdisciplinary team working in partnership with patients. The PCMH certification is consistent with new federal health care reform efforts geared towards improving health outcomes and the continuity, quality, and efficiency of health care services. 

IE Medical-Legal Partnership - 2015

In 2015,the first Medical-Legal Partnership in the Inland Empire was established through a collaboration with the Legal Aid Society of San Bernardino bringing much needed legal services to  patients of IBHS to help them address any social determinants of health. 

History of IBHS Pharmacy

  • IBHS delved into the world of Pharmacy in 2000 when it opened up its first dispensary in to support the intermittent clinic when it first began. This dispensary successfully turned into a retail pharmacy in 2002.
  • From 2002-2008, this pharmacy operated at the E Street facility where it assisted the scope of IBHS, while also affording a convenient location for patients to receive their prescription at the same location as their medical visits. 
  • In 2008 when IBHS opened its IFCHC medical campus, the IBHS retail pharmacy moved its location to IFCHC in order to continue supporting IBHS’ patients and team. 
  • In early 2015, IBHS’ pharmacy opened its second location at BFCHC. This same year, IBHS acquired its first medication cart managed by the pharmacy.
  • The pharmacy continues to have a dual role at IBHS by ensuring there is no medication diversion and being a supportive component for dental and medical. IBHS prides itself in its interdisciplinary team, including Clinical Pharmacists who support our physicians and patients. 

Celebrating Our Present

Inland Behavioral and Health Services, Inc.’s five foundational programs have stayed strong throughout the years, and continue to support multiple ancillary services at all four locations.

Joint Commission Accreditation

  • IBHS has been accredited by The Joint Commission since 2014. The Joint Commission is the oldest and largest standards-setting and accrediting body in health care. The Joint Commission seeks to improve health care for the public by evaluating health care organizations and inspiring them to excel in providing safe and effective care of the highest quality and value. 
  • In 2017, IBHS was once again granted full re-accreditation for our Medical, Dental, and Behavioral Health programs and facilities for another 3-year period, until the spring of 2020. This accomplishment is a testament the hard work and devotion of all our staff to provide high caliber services of excellent quality. 
  • Our programs also earned the designation as a Patient-Centered Medical Home (PCMH), joining many other accredited entities around the country. PCMH is a model of care that aims to transform the delivery of comprehensive primary care to children, adolescents, and adults. Through the medical home model, we have been recognized for our work to improve the quality, effectiveness, and efficiency of the care we deliver. 

In the Community

  • IBHS’ Outreach Department works diligently at creating and keeping IBHS present in the communities we serve by attending meetings and events throughout the year. These efforts include attending City Council meetings, School District events, participating in multiple community collaborative, volunteering in various Food Kitchens, and proving enrollment and resource services to re-entry programs and PACT meetings. 
  • IBHS also hosts multiple events throughout the year for our community members and community partners. These events provide education, free healthcare screenings, food, and fun activities for the whole family.
